Please be advised that the Zoning Commission Meeting scheduled on Wednesday April 17, 2024 at 6:00 P.M. will be held in person for the Zoning Commission Members and Applicants in the Hall of Burgesses 4th Floor Town Hall 229 Church St. The meeting will be held virtually via ZOOM for members of the Public. Public may attend.

MEETING AGENDA

 

1.   Call to order, pledge of allegiance and attendance will be taken. After determination of a quorum, Alternates will be designated as voting members, if necessary.

 

2.    Approval of the March 20, 2024 Meeting Minutes and the secretary will sign previously approved minutes.

 

PUBLIC HEARINGS

Cont’d PUBLIC HEARING: 6:05 P.M. – Special Permit Application for the addition of 750 cubic yards of earth material for the property located at 0 Auburn St.  Acct#049-1409, Applicant; Carlos Santos.

Public hearing opens 3/20/24 must close by 4/22/24 unless an extension is requested by applicant.

 

3.    OLD BUSINESS:

 

  1. Commission discussion/decision to set the Bond Amount at $15,411.00 for the sidewalk and landscaping improvements for the site plan modification application for the property located at 801 Rubber Ave., Applicant; Nadeem Khalid.

     

  2. Commission discussion/decision for Special Permit Application for the addition of 750 cubic yards of earth material for the property located at 0 Auburn St., Acct # 049-1409, Applicant; Carlos Santos.

     

  3. Commission discussion for the Soil/Erosion Plan for 402 Hillside Ave., Applicant; Jennifer Finlay.

     

    4.     NEW BUSINESS:

     

A. Commission discussion/decision for a Site Plan Modification to add 3 storage towers to the side of the building for the property located at 162 Spring St., Applicant; Pustola Associates.

B. Commission discussion/decision to ratify a change of use request for an apartment on the second floor at 93 Cherry St., Applicant; Naugatuck Construction, LLC.

C. Accept a Special Permit Application, refer to the Planning Commission and set a Public Hearing date for Wednesday May 15, 2024 at 6:10 PM for 2 proposed interior lots for the property located at 0 May St. Acct# 000-3501, Applicant; RZ Enterprises, LLC.

D. Commission accept the application for a text change to the Naugatuck Land Use Zoning Regulations to add Residential Treatment Facilities as a permitted use in a B-1 Zone, add a definition of Residential Treatment Facilities, and add a Parking Standard for Residential Treatment Facilities, refer to Planning Commission and set a Public Hearing date for Wednesday May 15, 2024 at 6:15 PM, Applicant; Heritage Downtown, LLC.

E. Accept a Special Permit Application, refer to Planning Commission and set a Public Hearing date for Wednesday May 15, 2024 at 6:20 PM for a proposed Residential Treatment Facility within the existing building for the property located at 58 Maple St., Applicant; Heritage Downtown, LLC.

F. Commission discussion/decision for a proposed Site Plan Modification to construct a access road and parking lot for the property located at 12 Spencer St., Applicant; Borough of Naugatuck.

G. Commission discussion/decision for a Soil and Erosion Plan for the Naugatuck Industrial Park Phase 3 for the property located at 280 Elm St., Applicant; Borough of Naugatuck.

H. Commission discussion/decision for the Architectural Review Approval, revised bond estimate for site improvements andrevised Landscaping Plan for the mixed use residential/commercial development for the property located at Parcel B Old Firehouse Rd., Applicant; Pennrose, LLC.
